DUTIES:
The incumbent of this position is responsible for all pharmaco-economic program development, implementation, monitoring and reporting for the Veterans in Partnership Network. Network programs and program activities shall focus on pharmaceutical formulary selection, formulary implementation and usage monitoring, medication conversions, drug utilization evaluations, therapy treatment and pathway development and assessment (economic and clinical), patient health outcomes, health-related quality of life assessments, medical education, VISN and national formulary meeting coordination / participation, and information communication. Particular emphasis shall be placed on outcomes analyses and impact assessments designed to maximize both resource utilization and quality of patient care. The position will act as the primary pharmaco-economic resource for VISN 11 facilities. The incumbent will function under the supervision of the V1SN 1 1 Pharmacy Benefits Manager.

QUALIFICATIONS REQUIRED:
FACTOR: Education (BASIC REQUIREMENT)

1. Be a g raduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. ( NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy .)

FACTOR: Licensure (BASIC REQUIREMENT)

2. Possess a full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia.

FACTOR: English Language Proficiency (BASIC REQUIREMENT)

3. Pharmacists must be proficient in spoken and written English as required by VA regulations.

FACTOR: Experience (GRADE REQUIREMENT)

4. In addition to the GS-12 requirements, possess 1 year of experience equivalent to the next lower grade level in federal service. Facility Program Manager (pharmacoeconomist) . Manages all aspects of a distinct program to include policy development, quality resources and specialty functions unique to the program to optimize cost effectiveness (budget) and patient outcomes. Coordinates a single program area of a complex pharmacy operation, or multiple program areas within a facility to develop, organize, manage, and control complex pharmacy programs. Develops, organizes, coordinates and manages single or multiple program areas within the medical facility; this may include a single program area at multiple facilities. Pharmacists assigned to this position must demonstrate the KSAs identified as:

Ability to communicate orally and in writing to persuade and influence clinical and management decisions.

Expert understanding of regulatory and quality standards for their program area.

Participates in development and presentation of pharmaceutical monographs for proposed addition of products to VA National Formulary.

Ability to work with pharmacy managers and clinical pharmacist to develop performance measures.

Works with the VISN 11 Pharmacy Managers and Clinical Pharmacist develop clinical performance monitors.

Reviews quarterly VA Adverse Drug Reaction Reports for trending and issues with high risk drugs.

Attends and participates in National Formulary Activities in absence of VISN Pharmacy Executive.

Performs all duties of the VISN Pharmacy Executive during any absences of the VISN Pharmacy Executive.

Ability to use Microsoft Excel, SQL fileman and other computer related

skills to facilitate gathering and analysis of data required to do pharmacoeconomic analysis

Possesses through experience or education the appropriate knowledge of pharmacoeconomics.
