DUTIES:
Selectee will be subject to an online credentialing and VETPro process.

Your salary and grade will be determined by the Professional Standards Board (PSB). The PSB is a peer review process. The PSB will review your individual qualifications, education, professional training/internship(s) and professional experience to determine the most appropriate salary and grade based on your individual accomplishments.

Responsible for all aspects of pharmacy services at a medical facility by maintaining effective interdepartmental relationships demonstrating active problem resolution skills and close cooperation with other programs and services in accomplishing the medical facility mission and goals. Responsible for budget management, determining resource needs, allocating resources, ensuring proper utilization in productivity, efficiency, and cost effectiveness of the operation. Formulates objectives and priorities and implements plans consistent with the long term interest of the organization, capitalizing on opportunities and managing risks. Responsible for compliance with all safety, regulatory, and accrediting body requirements. Delegates authority to several supervisory and program levels to meet the goals of the service and staff. Ensures orientation and training programs are established to ensure staff development, oversees academic affiliations, and participates in medical facility, VISN, National, other external governmental agencies, and professional associations.

The Pharmacy Service Chief directs a complex program consisting of pharmaceutical care, drug distribution, education, and research at the Iowa City VA Health Care System; along with overseeing pharmaceutical services for seven affiliated Community Based Outpatient Clinics (CBOC's) and the Illinois Veterans Home in Quincy, Illinois.

The incumbent oversees a wide ranging progressive pharmacy teaching and experiential program that provides Introductory Practice Experiences (IPE) for students in their first three years of the Doctor of Pharmacy curriculum, as well as Advanced Practice Experiences (APE) 5-week clinical rotations, for student Pharmacists their senior year. In addition to onsite experiential training of approximately 100 students, the incumbent may serve in an administrative capacity as adjunct faculty for the University of Iowa College of Pharmacy (i.e. Assistant Dean for Veterans Affairs). Incumbent provides leadership by serving on the College's Faculty Committee and Executive Council. In addition, incumbent provides oversight for the VA's training program for pharmacy technician students from Kirkwood College, as well as provides oversight and support, and serves as a mentor in the VA's ASHP-accredited PGY1 Pharmacy Residency Program. The incumbent represents the ICVAHCS while serving on professional organizations, committees, and boards at the local, state, and national level.

IncumbentÂ's primary duties include, but are not limited to, management of overall pharmacy operations, and providing ongoing guidance and oversight to supervisors in the following areas:

IV Admixture Program - (maintain program that meets The Joint CommissionÂ's and USP 797 standards)

Chemotherapy Admixture program

Inpatient unit-dose medication management systems

Computerized order entry program

Omnicell Program, ScriptPro, ADDS, and/or any other technology for performing drug distribution and enhancing drug accountability

Outpatient Pharmacy operations

Inpatient Pharmacy operations

Outside contract pharmacy services

Controlled substances accountability

E-pharmacy billing program

Quality Assurance ( e.g., adverse drug reaction/allergy reporting, medication misadventures, pharmacistsÂ' intervention reporting)

Cost containment initiatives

Assists with overall professional development of employees

QUALIFICATIONS REQUIRED

BASIC REQUIREMENTS:
a. Citizenship: Citizen of the United States.

b. Education:
(1) Graduate of a degree program in pharmacy from an approved college or university. The degree program must have been approved by the American Council on Pharmaceutical Education (ACPE), or prior to the establishment of ACPE, have been a member of the American Association of Colleges of Pharmacy (AACP).

(2) Graduates of foreign pharmacy degree programs meet the educational requirement if their degree is found to be equivalent to degree programs recognized by the ACPE. This finding may be based on any of the following:

(a) A letter of acceptance into a U.S. graduate pharmacy program recognized by the ACPE.

(b) Written certification from the Foreign Pharmacy Graduate Examination Commission, 700 Busse Highway, Park Ridge, IL 60068 Phone (847) 698-6227, that the individual has successfully passed the Foreign Pharmacy Graduate Examination.

(c) A letter from a U.S. college or university with a pharmacy degree program recognized by ACPE stating that the individualÂ's foreign pharmacy degree has been evaluated and found to be equivalent to its Bachelor of Pharmacy degree.

c. Licensure: Full, current and unrestricted licensed to practice pharmacy in a State, territory of the United States, or the District of Columbia.

d. English Language Proficiency : Must be proficient in spoken and written English.

c. Physical Requirements: This occupation requires a pre-employment physical examination. All Non-VA applicants tentatively selected for VA employment in any designated position are subject to urinalysis to screen for illegal drug use prior to appointment. Applicants who refuse to be tested will be denied.

ADDITIONAL REQUIREMENTS :
Completion of the equivalent of one year of creditable professional pharmacy experience at the next lower grade level (GS-14). The experience must evidence possession of supervisory and management skills.
